If anybody has a solution to this I would be very grateful other than logging in in safe mode and enabling it, I need to run in normal mode if they could let me know.

I believe you can 'switch user' to Administrator account when machine booted up and then install VS. You don't have to log on as admin to run VS, you can log on as a regular user, right click on VS icon and select 'run as administrator' in the shortcut properties. What I found is that I had to click the button on the compatability properties page "Show setting for all users" which also had the compatability set to run in Windows XP Service pack I unchecked this, and now the program is installing with no problems
